TSSAA Board of Control and Legislative Council will both meet this week

 

The TSSAA Board of Control and Legislative Council will both meet this week in Murfreesboro.
Both meetings will take place at the Rutherford County Chamber of Commerce building located at 3050 Medical Center Parkway, Murfreesboro, TN 37129.
 
The Board of Control will meet on Tuesday, March 13 at 2:00 p.m.
The Legislative Council will meet on Wednesday, March 14 at 8:00 a.m.

  1. Request for Officials’ Pay Increase in Soccer, Wrestling, and Softball

 

Last year, the Board approved a fee increase of five dollars ($5.00) for all officials with the exception of soccer, wrestling, and softball.  Individuals who service our member schools in these sports asked that we considered raising the game fees in those sports.

 

  1. J. Frank White Academy Withdraws TSSAA Membership

 

J. Frank White Academy has submitted a letter stating their intentions to withdraw from TSSAA beginning with the 2012-13 school year.  Member schools in District 2, Class A (Hancock County, Clinch, Washburn, and Cosby) have been notified.

  1. Proposed addition to Article I, Section 5 (Sponsored Sports) of the TSSAA Bylaws.

 

This addition would recognize Girls’ Wrestling as a fully sanctioned state-sponsored sport and awarded with state championships with individual and team awards given at a recognized state tournament.  The request is that when passed:

 

·         The sport will be recognized as Girls’ Wrestling;

·         Girls’ Wrestling will follow the NFHS rules for wrestling with the exception of weight classes; Girls’ Wrestling will use the ten already in place as proposed to the fourteen outlined by the NFHS;

·         Divisions I and II will be combined for Girls’ Wrestling only;

·         Participants will follow all eligibility requirements;

·         The Girls’ Wrestling sports calendar will coincide with the wrestling calendar already established by TSSAA with no changes;

·         Participants will adhere to the TSSAA weight management program;

·         Girls’ Wrestling will be allowed to wrestle a total of 18 dates per season without tournament restrictions;

 

Girls’ Wrestling will use the current format in place for the Invitational Tournament as the State Tournament.

 

 

  1. Proposed change to Article III, Section 11 and Section 13 of the TSSAA Bylaws

 

PROPOSED CHANGE TO ARTICLE III, SECTION 11 AND SECTION 13

 

To change Article III, Sections 11 and 13 to read as follows:

 

Section 11.  All rulings on eligibility must be in writing, and the accidental, intentional or other use of ineligible players by a member school shall require that team victories in which the ineligible player participated are forfeited to the opponents; and any one or more of these additional actions may be taken:

 

                                                         (1)      That individual or team records and performances achieved during participation by such ineligibles be vacated or stricken;

                                                         (2)      That team or individual awards earned by such ineligibles be returned to the TSSAA; and

                                                         (3)      That a fine for the playing of an ineligible player be assessed against the school, if deemed necessary.

 

Section 13.  If an ineligible contestant competes in a meet, match or tournament and any violation of TSSAA rules occurs, all points earned by that student or by a relay team of which he/she may have been a member, in that meet or tournament are to be declared forfeited; and in team sports (baseball, basketball, football, girls’ soccer, soccer, girls’ softball, and girls’ volleyball) the entire contest is forfeited.

 

When a team plays an ineligible athlete in TSSAA tournaments or playoffs, all wins are forfeited, the team is removed from the tournament or playoff, and no team replaces that team in the tournament series.  The penalty for playing an ineligible contestant shall be $50.00 per contest at the varsity level and $25.00 per contest below the varsity level, with a maximum fine of $250.00, provided it is voluntarily reported by the school, which is in violation, to the Executive Director.  If it is not voluntarily reported by the school to the Executive Director, the penalty shall be $100.00 per contest at the varsity level and $50.00 per contest below the varsity level.  Other non-monetary penalties may be assessed by the Executive Director based on all the facts.

 

Both of these items were tabled by the Council during the December meeting.      Members asked the staff to do additional research and bring it back to this meeting.

 

  1. New Business

 

  1. Proposed change in the wording of Article I, Section 1 (Membership) of the TSSAA Bylaws.  This editorial change will allow us to be current with the changes being made with accreditation agencies across the nation.

 

ARTICLE I, SECTION 1

 

Any secondary school in Tennessee which includes grades 9 and/or higher, which is approved by the State Department of Education, State Department of Education approved agencies (Schools must be in category 1, 2, or 3), AdvancED, and/or Southern Association of Independent Schools, both non-public and public, desiring membership in TSSAA may make application to the Board of Control.  Prior member schools that continue to serve students within the state of Tennessee may also make application to the Board of Control.  Contracts for membership shall be approved or rejected annually by the Board of Control at its June meeting.

 

Member schools that withdraw from the TSSAA membership must be an affiliate member for one year upon application to renew membership.
