The TSSAA Board of Control will meet at the TSSAA office in Hermitage at 9:00 a.m. on Thursday, November 18. The agenda for the meeting is below.

8. The Phoenix School Requests TSSAA Membership
The Phoenix School in Cumberland County is requesting TSSAA membership. An administrator from the school has been asked to appear before the Board to discuss their accreditation, student enrollment, and sanctioned sports they plan to offer.
If approved, The Phoenix School will be in Class A, District 4 in football, basketball, baseball, softball, and volleyball. They would participate in 1A football with an enrollment of 140 students. They would compete in District 4A-AA in cross country, dual wrestling, girls’ golf, golf, girls’ soccer, soccer, tennis, and track and field.
9. Classification
A list of schools that had a 20% increase/decrease in enrollment the past two years which causes them to move to a different class will be provided to the Board.
10. Division I State Basketball Championships Bid Process and Update
The following cities expressed interest in hosting our Division I Basketball State Championships in 2012 and 2013: Chattanooga, Cookeville, Knoxville, Memphis, and Murfreesboro.
Bid packages were sent to each of the interested cities. Staff members will update the Board on the information contained in the package, selection process, site visits, and Board Selection Committee meeting.
11. Update on LRG Contract
The staff discussed the contract with LRG during Administrators’ Meetings. Member schools were given an opportunity to ask questions about how the program works and benefits their school. Each school was given the opportunity to opt into the program. Member schools that were not in attendance at the Administrators’ Meetings were sent the information giving them the chance to opt in.
12. Update on Officials’ Fees Committee Meetings
The Committee appointed to study officials’ and assignors’ fees met during the NFHS Summer Meeting and is scheduled to meet again prior to the November Board of Control meeting. The Committee will provide Board members with a brief update.
13. Pickett County High School Requests to Play as an Independent in Football in 2011-2012 and 2012-2013
Pickett County High School is requesting that their football team not be required to play a regular season district schedule or participate in the football playoff series in 2011-2012 and 2012-2013 due to declining participation numbers. If approved, any team in the region may still agree to play them. The game would not count for seeding purposes in district standings. It would count toward a team’s overall standings under the football playoff criteria. Staff members will update the Board on the situation involving the football program at Pickett County High School.
14. TSSAA Football Regulations Concerning Explosive Devices
The TSSAA Football Regulations state that no explosive devices shall be allowed in regular season or playoff games. This was added to the Football Regulations by the state office staff several years ago. After Anderson County High School appealed the decision of the Executive Director to not allow them to have fireworks at their contests, we soon found out that several schools were doing it and have been for years.
TSSAA sport regulations are designed to parallel what our member schools are doing within the framework of the TSSAA Bylaws.
The memo that was sent to all member schools regarding this regulation on October 1, 2010 will be provided to the Board.
15. Nashville Diploma Plus High School Withdraws TSSAA Membership
16. Bradley Central High School Requests Expense Allotments Be Paid to Quarterfinal Teams in Basketball
Bradley Central High School is asking the Board to consider bringing back the quarterfinal expense money during our state championships after the bid process is completed.

18. Knoxville Christian School Requests TSSAA Membership
Knoxville Christian School is requesting TSSAA membership beginning with the 2011-12 school year. The school meets SACS accreditation and all requirements necessary to participate as a member. They have an enrollment of 200 students (9-12) and request to be in Division I.
If approved, Knoxville Christian School will compete in Division I, Class A, District 3, in football, basketball, baseball, softball, and volleyball. They will participate in 1A football. They will compete in Class A-AA, District 3, in cross country, dual wrestling, golf, girls’ soccer, soccer, tennis, and track and field.
19. Collegedale Academy Requests Moving the State Championship Cross Country Race to Friday
Collegedale Academy’s administration has asked to address the Board concerning the possibility of moving the State Cross Country Championships to Friday instead of Saturday.
20. South Gibson High School Requests to Remain in Class A
South Gibson High School’s enrollment figures for the next two years are 540 students. The cut-off for Class A is 519. The administration is asking to participate in Class A until the conclusion of this classification period.
21. Knoxville Catholic High School Asks Consideration that Multiplier be Lowered During Next Classification Period
The administration of Knoxville Catholic High School has asked to address the Board concerning the possibility of lowering the 1.8 multiplier for Division I independent schools prior to setting classification in 2013.
22. Football Playoff Committee Update
The committee selected to student the Football Playoff System will meet at the conclusion of our state championship. The staff will update members of the Board on how we plan to proceed with our schools and the committee.
23. Northeast High School Requests Classification Change
The Northeast High School administration has asked to appear before the Board in order to appeal their classification placement. Northeast High School is currently participating in Class AAA (5A football) with an enrollment of 916 students. The staff will update members of the Board as to how this came about.
