For this classification there are still At-Large bids but only two. Take the top two finishers from the finals of each region plus the next best two. Here's an example of how to determine who qualified from my understanding of the process.

Marsh and Greer ran faster times in qualifying so had the report been processed only taking their best times we would not have an accurate depiction of the final or seed time.
