800m Debate: Endurance vs. Speed

Now, since I've laid out how this argument pertains to Tennessee, I would like to pull from a larger sample size as I continue... Texas. I'm reminded of this race I watched from 2016:

Of the four, Christian Gilmore was the only one to compete in a UIL State Cross Country Championship where he placed 120th. It goes without saying these are great individual runners but is this just an isolated incident from an isolated year or can Texas tell us more? I expanded my study to the program level.
