BOARD OF CONTROL MEETING

2. Approved Minutes of Last Meeting
3. Voted to instruct the state office to do the drawing for Regional and State Volleyball Tournament
4. Approved the Financial Report of the 2005-2006 State Basketball Tournaments
5. Approved the Financial Report of the 2005-2006 Wrestling Tournament Series
6. Approved the report of the 2006 Athletic Directors Conference
7. Approved the report of the 2006 Cheer Coaches Conference
8. Heard the report of the District and Regional Coordinators
9. Heard the Sportsmanship Review of the 2005-2006 School Year
10. Reviewed proposed budget for the 2006-2007 School Year. At the August meeting, the Board will be presented the audit for the year and the revised budget, if necessary, as a result of the audit.
11. Denied proposal from the State Track Committee to list a 9th performer in A-AA and Division II in the even any of the 8 qualifiers drop out.
12. Heard the report of the Student Services Program
13. Heard update on Regional Basketball Tournament Sites for 2007
14. Classification Changes for 2007-2008 and 2008-2009
The enrollments for all schools were taken in January of 2006 to compare with the enrollments of 2004, which set classification for 2005 through 2009. Any school with a 20% change in enrollment that moves the school into a different classification is then changed. The Board placed all of the schools that have been affected in new districts and regions in their new classification.
In Division I, the schools that have been affected are as follows:
Westside – 2A to 1A football – Westside requested to stay in 2A football.
Jackson Christian – 1A to 2A football; placed in Region 7
East Literature Magnet – A to AA in basketball, baseball, softball; placed in Region 5, District 9.
Liberty Magnet – AA to AAA in basketball, baseball, softball; placed in Region 7, District 13.
3A to 4A in football; Placed in Region 7
In addition, the following new schools or schools adding football were placed in districts and regions:
Stone Memorial High School in Crossville – AA in basketball, baseball, softball; placed in Region 2, District 4.
3A in football; placed in Region 2
Middle Tennessee Christian School (addition of football) – 1A; placed in Region 5
Community High School (addition of football) – 1A; placed in Region 5
Arlington High School (addition of football) – 5A; placed in Region 7
All of these schools district and regional placements will go into effect for the 2007-2008 and 2008-2009 school years.
The Division II Committee will meet on August 4, 2006 to look at their present situation and will make a recommendation to the Board of Control for changes that would occur in Division II at its August meeting.
15. Set Officials' Game Fees for 2007-2008, 2008-2009, 2009-2010
16. Approved Cosby High School's request to Change from District 3 to District 2 in Class A (Basketball, Baseball, and Softball) beginning in the 2007-08 school year.
17. Approved the following request by Tennessee School for the Deaf in Regard to Football.
a. A request to play earlier than the zero week and
b. A request to play a regular season game after the completion of the football season.
18. Approved David Brainerd Christian School's Request to Change from Division II to Division I beginning with the 2007-08 school year.
19. Approved proposal to add Individual Bowling Championship to the State Bowling Tournament Series
20. Approved proposal to change Radio Broadcast Policy of State Championships
The following change was enacted:
A station may broadcast a game, provided it is the primary station for that school. A primary station is defined as one that has broadcast 51% of the games of the school playing in the game.
If a station has not broadcast 51% of that school's games, but has broadcast 51% of games in that school's county, they would be allowed to broadcast provided there is not a primary station that meets the 51% rule for that school. If there is, only the primary station would be allowed to broadcast.
Any station may take the feed from the Tennessee Sports Radio Network.
21. Denied District 13AA Appeal Regarding Regional Basketball Tournament Sites
22. Renewed the Contract of the Executive Director for a term of three years.
23. Reviewed State of Tennessee Legislation and Regulations
24. Voted to issue two passes good for admission to any state tournament to each school and one pass to TOPS participants and superintendents.
Complimentary passes to state championship events for game officials in that sport and all TACA members will no longer be provided.
Approved the change of ticket prices from $6.00 to $7.00 in basketball sectional games, cross country, volleyball, soccer, wrestling, Spring Fling, bowling, and cheerleading championships. Prices for football playoff games and the quarterfinal and semifinal sessions of the basketball championships will remain at $7.00. The prices for the state basketball championship games and BlueCross Bowl championship games will remain at $10.00.
25. Approved fee change from $10.00 to $75.00 for all schools participating in golf to help cover expenses of state golf tournaments.
26. Took no action on proposal from Gibbs High School for changes in Wrestling
27. Heard Litigation Update
28. Voted to instruct schools to move the E.C.O. (Electronic Clock Operator) back to field level, as they should be. Schools will have a two-year period to make the proper changes.
29. Heard Technology Update
30. Reviewed Hall of Champions Games
31. Reviewed BlueCross Spring Fling
32. Approved request of Bachman Academy for membership
33. Discussed NFHS Summer Meeting
34. Approved the Financial Aid Report
